Albanian Parliament adopts 2027‑2031 fiscal strategy to secure stable public finances
The Albanian Parliament voted to approve the Ministry of Finance's fiscal strategy for 2027‑2031. The plan targets sustainable and stable public finances through gradual fiscal consolidation, a reduction of the budget deficit from 3.5% of GDP in 2027 to 2.8% by 2029, and alignment with European fiscal‑discipline standards by 2028.
Key measures include higher public capital investment, continued support for infrastructure projects, improved public‑finance management, and increased transparency and accountability. The strategy also calls for disciplined tax policy aimed at lowering the grey economy, boosting digitalisation of the tax system, and ensuring fair tax compliance, as explained by Deputy Finance Minister Nikollçe Jankullovski. Social equity provisions seek to protect vulnerable groups from adverse effects of the crisis while enhancing fiscal resilience to future shocks.
