Albanian state-owned companies report record 35 million euro profit in 2025

Two Albanian state-owned companies, Ujësjellës Kanalizime Tiranë and Identitek, reported record combined profits of approximately 35 million euros in 2025.

Ujësjellës Kanalizime Tiranë reported revenues of 4.5 billion lek, with pre-tax profits rising nearly 30% to approximately 16 million euros. The company maintained a profit margin of 33%. Despite these profits, the service provider has not achieved 24-hour water supply for the city.

Identitek, which produces identity cards and passports, reported revenues of 3.5 billion lek and pre-tax profits of approximately 19 million euros, a 10% increase from the previous year.

The profit margins for both companies, ranging between 30% and 50%, significantly exceed the market average of 9-10% reported by INSTAT. Critics note that while monopoly public service providers typically balance cost recovery and investment with consumer affordability, these high profit margins have not resulted in reduced tariffs for consumers.
