Albania's Tirana property tax proposals could double payments for many owners

The Albanian Ministry of Finance has drafted new building‑tax rates for residential properties in Tirana, proposing either a 0.1% or a 0.2% levy on the assessed value of each building.

If the 0.2% rate is adopted, the annual tax bill would roughly double for owners in all 32 cadastral zones. The 0.1% option would raise liabilities only in selected areas – such as the former Bllok, the neighbourhood near the Pyramid and Myslym Shyri Street – where payments could rise between 3% and 18%. For example, a 90 m² apartment in the former Bllok currently incurs a yearly tax of 10,278 lek; under the 0.2% rate that amount would increase to about 20,556 lek.

The proposed change follows a July 2023 decision that raised reference apartment prices, which has already lifted annual building‑tax obligations by roughly 76% since August 2023. The new formula also contains a provision for a 50% reduction of the assessed value for properties below a defined threshold.
