Alcohol licensing regulations under review in Denmark and Norway

In Denmark, a draft for a modernized restaurant law has been sent for consultation, aiming to reduce bureaucracy for businesses. The proposal includes a simplified digital application process via Virk and suggests that alcohol licenses should be automatically renewed for eight years unless a municipality decides otherwise. HORESTA, the industry organization, has welcomed the move, stating it will allow restaurateurs to focus more on guests and employees rather than administrative tasks.

The draft also seeks to clarify rules regarding ‘bag parties’ and clarifies that party buses are prohibited from obtaining alcohol licenses.

In Norway, a political majority in Haugesund has requested an investigation into whether various shops and service providers, such as barbershops, should be permitted to serve alcohol to customers. While proponents argue that such concepts could drive business development and create more attractive city centers, opponents express concerns regarding public health and the potential for increased alcohol accessibility. The municipal director has been asked to evaluate the issue during the next review of alcohol policy guidelines.
