Algeria targets over 50% hydrocarbon processing by 2030

Algeria is implementing a major strategic shift to increase its domestic hydrocarbon processing. Minister of State for Hydrocarbons Mohamed Arkab announced a target to raise the share of processed hydrocarbons from approximately 32% to over 50% by 2030.

To support this transition, the government has initiated a $71.6 billion investment program through 2030, with nearly $13 billion dedicated specifically to refining. The plan includes the development of the Hassi Messaoud refinery and polypropylene production plants in Arzew, with several petrochemical facilities expected to be operational by the end of 2027.

This industrial push is bolstered by strong export revenues, which reached $37.5 billion in the first nine months of 2026. However, the sector faces immediate challenges; LNG exports in the third quarter of 2026 dropped by 27% year-on-year. Experts attribute this decline to increased domestic electricity demand, maintenance at the Arzew complex, and reduced volumes reaching liquefaction facilities.
