Ali Babacan defines various forms of corruption and unfair gain
Ali Babacan, leader of the DEVA Party, has issued a detailed breakdown of what constitutes corruption and unfair gain following a recent fund scandal. In a social media statement, Babacan argued that corruption should not be limited to direct bribery or the theft of public funds.
Babacan identified several specific practices as corrupt, including the use of public authority to benefit oneself, family members, or close associates. He noted that altering zoning plans, construction rights, or the use of state lands to benefit specific companies or individuals falls under this category. Furthermore, he stated that providing gifts, political support, or other benefits in exchange for permits or licenses is a form of corruption.
Regarding public procurement, Babacan criticized the use of methods that bypass real competition, such as direct procurement or tenders designed to favor specific entities. He also highlighted the misuse of municipal or state resources—including vehicles, buildings, and personnel—for personal or political party activities. Finally, he emphasized that concealing corruption or obstructing investigations is itself an act of corruption.
