Alibaba Cloud announces global infrastructure and AI expansion

Alibaba Cloud has announced a major global infrastructure expansion plan during the 2026 Apsara Conference in Hangzhou. The company intends to establish its first cloud regions in Türkiye, Finland, and the Netherlands within the next 12 months. Additionally, it plans to expand its existing data center footprint in Malaysia, Germany, the United Arab Emirates, France, and Hong Kong.

This expansion is part of a broader investment strategy by Alibaba Group, which includes a $53 billion plan for AI and cloud infrastructure. The company aims to build a 20-gigawatt global data center network by 2032. Alibaba Cloud is also focusing on advancing its ability to train large-scale AI foundation models with parameters ranging from 5 to 10 trillion.

In Southeast Asia, Alibaba Cloud has already strengthened its presence, recently opening two data centers in Johor, Malaysia. This growth highlights the increasing role of Chinese infrastructure in shaping regional AI norms and technical standards within ASEAN, as the region navigates new frameworks for cross-border cloud computing and data protection.
