Alistair Burt addresses limits of new special envoy role

Alistair Burt, the newly appointed special envoy for British citizens detained overseas, has addressed the limitations of his role during his first public engagement in Westminster. Burt, a former Middle East minister, clarified that he does not hold ministerial authority to change policy, stating, “I don’t make policy. I’m not a minister. I don’t have that authority.” He noted that ultimate decisions regarding policy or diplomatic approaches remain with the Foreign Secretary and the Prime Minister.

Nazanin Zaghari-Ratcliffe, who was released from prison in Iran in 2022, welcomed the appointment but cautioned that the new position must not become an “excuse for the government’s inaction.” She emphasized that the responsibility to protect citizens lies with the government rather than the families of those detained. Zaghari-Ratcliffe expressed concern that quiet diplomacy might be used to avoid more decisive government action.

Burt indicated he intends to meet with his counterparts in the United States and Canada to discuss international cooperation. He described his role as one that involves reviewing existing policies and seeking stronger international condemnation for wrongful detentions.
