Allahabad High Court summons UP DGP over poor police investigations

The Allahabad High Court has taken a stern stance against the Uttar Pradesh police regarding poor investigation quality and the frequent disregard of judicial orders. Justice Sameer Jain, presiding over a single bench, personally summoned Uttar Pradesh Director General of Police (DGP) Rajiv Krishna to address systemic issues within the police force.

The court expressed significant concern over delays in submitting case diaries, counter-affidavits, and essential records, noting that such negligence causes serious cases, including murder investigations, to linger for months. This delay, the court noted, directly impacts the personal liberty of citizens as bail applications remain pending due to police inaction.

During the proceedings, Justice Jain dismissed the DGP’s presentation of improved conviction rates, stating that statistics do not reflect the ground reality of the flawed and biased investigations presented before the court. The bench also highlighted discrepancies regarding CCTV footage, noting that while records are often claimed to be available in affidavits, they frequently fail to materialize when specifically summoned by the court. The judge emphasized that while the court identifies these problems, the responsibility for implementing solutions lies with the police administration.
