Allegations of financial irregularities and theft in municipal cemeteries

Reports have emerged regarding different types of irregularities in municipal cemeteries in Ecuador and Mexico.

In Ecuador, the administrator of the Municipal Cemetery, Andrés Pérez, denied recent social media claims of a massive theft wave. He clarified that the disappearance of items is due to natural deterioration caused by weather and material fragility rather than crime. While a theft was reported between May and June, the administration has since implemented security measures, including a perimeter wall, permanent surveillance at three access points, five monitoring cameras, and nighttime security guards.

In Córdoba, Mexico, allegations have surfaced involving René Moshé and a network accused of operating a parallel accounting system at the municipal and General de Zacatepec cemeteries. Internal documents and worker testimonies suggest that monthly revenues exceeding 137,000 pesos from burials, monuments, and exhumations are being collected privately rather than being deposited into the municipal treasury. The reports describe a highly organized system of illegal collections and the unauthorized sale of graves.
