Almere introduces fines for vacant residential properties

The municipality of Almere has become one of the first in the Netherlands to introduce fines for owners who leave residential properties vacant for extended periods. Starting January 1, 2027, properties that have remained unoccupied for at least one year will face an annual fine of 2,000 euros.

This measure follows data from the Central Bureau of Statistics indicating nearly 200,000 vacant homes in the Netherlands, with 64,000 of those remaining empty for over a year. In Almere specifically, officials estimate approximately 400 homes are currently vacant. Councilman Paul Tang stated that while new housing is being built, existing stock must be fully utilized to address the housing shortage. He also indicated that the fine could increase to 16,000 euros by 2028.

Real estate industry representatives have criticized the move. Edward Tau, director of the investor association Wastgoed Belang, argued the measure is unnecessary, suggesting that leaving properties empty for speculation is not in investors' interests as it results in lost rental income.
