Alonso Ancira still owes $112 million to Pemex; FGR reactivates case amid pending appeals

Alonso Ancira Elizondo, former owner of Altos Hornos de México (AHMSA), remains liable for the final $112.5 million installment of a $216.6 million reparations agreement with Petróleos Mexicanos (Pemex) over the over‑priced purchase of the Agronitrogenados fertilizer plant. The first two payments of $50 million and $54 million were made in 2021 and 2022; the third, due in November 2023, was not paid despite an extension to November 2024.

President Claudia Sheinbaum confirmed that the Fiscalía General de la República (FGR) has reactivated the criminal proceeding against Ancira, but the process is currently stalled because two appellate appeals—stemming from an amparo filed by former Pemex director Emilio Lozoya—remain unresolved. The FGR said the pending appeals prevent the resumption of the money‑laundering investigation against both Ancira and Lozoya.

The dispute also affects AHMSA workers and local suppliers, with industry groups urging the government to prioritize the steel mill’s revival over the high‑profile legal battle.
