CIESA bids $1.4 billion to acquire AHMSA and Minera del Norte
Arturo Domínguez, representing Construcciones e Ingenierías Electromecánicas (CIESA), has submitted a $1.4 billion bid to acquire the assets of Altos Hornos de México (AHMSA) and its subsidiary, Minera del Norte (MINOSA). Domínguez has publicly defended the legitimacy of the offer, stating, “I am not an amateur nor am I a front man,” and asserting that the investment aims to restore Monclova as a global steel production leader rather than merely paying creditors.
To formalize the bid, the company must provide a guarantee of approximately $56 million as required by the judicial process. While CIESA has expanded its corporate purpose to include mining and mineral processing, public records have raised questions regarding the company's ability to back such a large-scale acquisition with its own resources.
The bid comes amid a long history of controversy for AHMSA. Since its privatization in 1991 by the Ancira and Autrey families, the steelmaker has faced numerous financial crises, debt restructuring, and legal battles, including a high-profile fraud case involving the sale of a plant to Pemex. The current acquisition attempt seeks to reactivate production that has been halted since 2023.
