Amadeu Guerra marks two years leading Portugal's Public Ministry

Amadeu Guerra marks his second anniversary as the Attorney General of Portugal (Procurador-Geral da República) this coming Monday. His tenure has been defined by several high-profile investigations involving corruption and financial crimes.

In the Monte Branco case, which investigated qualified tax fraud and money laundering involving a Lisbon currency exchange, the investigation was archived in June 2026. However, the process resulted in the state collecting over 30 million euros through tax regularizations.

Regarding the energy sector, the Public Ministry accused former EDP administrators António Mexia and João Manso Neto of corruption in October 2024, alleging they bribed former minister Manuel Pinho to favor the company in dam rental agreements. Additionally, an investigation into the sale of six EDP dams to Engie was archived in October 2025 regarding tax fraud suspicions, though the Public Ministry determined the state is owed 335.2 million euros in unpaid taxes.

More recently, in 2025, the Public Ministry initiated preventive inquiries concerning the family company Spinumviva, linked to Prime Minister Luís Montenegro, and real estate acquisitions by Pedro Nuno Santos.
