Amador Méndez denies deceiving Bolivians recruited for Russian military

Amador Méndez Arancibia, the primary suspect investigated for recruiting Bolivian citizens to fight in the Russian military during the conflict in Ukraine, has reappeared via a social media video after being a fugitive for approximately three weeks.

Méndez denied allegations of deceiving citizens, claiming that those involved signed contracts voluntarily and were aware of the conditions. He also requested the release of his relatives who are currently being processed as part of the investigation.

However, the Bolivian Prosecutor's Office maintains that an organized structure was used to recruit vulnerable individuals through deceptive job offers. Investigations indicate that at least 26 Bolivian citizens are linked to the Russian Armed Forces. Additionally, 19 citizens remain missing, one is reported dead, and four are reportedly wounded in field hospitals. The Bolivian Foreign Ministry is currently conducting diplomatic efforts to provide consular assistance to those affected.
