Amapá Governor Clécio Luís Conviction Upheld for Early Campaign Propaganda

The Regional Electoral Court of Amapá (TRE/AP) rejected Governor Clécio Luís’s appeal and upheld the ruling that found him guilty of using public resources for premature electoral promotion. The court affirmed that the governor’s “Eu visto a camisa do Amapá” campaign, which involved mass distribution of posters, stickers, totems, and branded apparel under the pretext of a civic call for oil exploitation, violated electoral equality and the principles of impersonality and administrative morality.

The original decision ordered the immediate cessation of the campaign, removal of all promotional material within five days under a daily fine of R$ 5,000, and imposed a R$ 10,000 fine on the governor. TRE/AP confirmed these penalties, reinforcing the illegal nature of the conduct ahead of the 2026 elections.
