Ambassador Mike Waltz asserts UN headquarters remains US territory

United States Ambassador to the United Nations, Mike Waltz, has stated that the UN headquarters district in New York remains United States territory. Waltz clarified that federal, state, and local laws apply within the district, subject only to the specific exceptions outlined in the 1947 Headquarters Agreement.

The remarks were made following a tense exchange during a UN General Assembly session regarding a resolution condemning the United States embargo on Cuba. During the debate, Cuban Foreign Minister Bruno Rodríguez Parrilla approached the podium to interrupt Waltz’s speech, prompting Waltz to assert that he would not be intimidated because they were in the United States.

Critics and legal interpretations of the 1947 Headquarters Agreement suggest the area functions as a special international territory. Under this agreement, the area is administered by the United Nations, and U.S. officials generally require permission from the Secretary-General to enter the premises.
