Ambon and Batu City Councils Approve APBD 2025 Accountability Regulations

The City of Ambon and its DPRD approved a draft regional regulation (Ranperda) on the accountability of the 2025 regional budget (APBD) during a plenary meeting on 13 July 2026. The city reported that revenue and expenditure realizations both exceeded 92 % of targets, with total revenue of IDR 1.221 trillion (93.32 % of the revised target) and spending of IDR 1.223 trillion (92.95 %). A small deficit of IDR 2.17 billion was covered by net financing, leaving a surplus of IDR 6.15 billion. Mayor Bodewin M. Wattimena said the report is a key governance instrument and announced an evaluation of non‑tax revenue streams such as waste and parking fees to set more realistic future targets.

In the East Javanese city of Batu, Mayor Nurochman (known as Cak Nur) praised DPRD comments on the same 2025 APBD accountability draft and ordered a comprehensive review of local retribusi, including market, parking and waste services. He directed all department heads to implement the Audit Board of Indonesia (BPK) recommendations within 60 days and to seek new non‑tax revenue sources to reduce reliance on central government transfers. The joint approval of the Raperda marks the start of a new phase of financial transparency and accountability for the city.
