AmCham Albania critiques draft Artificial Intelligence law
AmCham Albania has issued comments regarding the draft “Artificial Intelligence Law,” which aims to harmonize the Albanian legal framework with the European Union’s AI Act (Regulation 2024/1689).
The analysis suggests that the draft law is a near-identical transposition of the EU Act without sufficient consideration of Albania’s specific institutional, economic, and technological realities. A primary concern raised is the potential conflict of interest regarding the National Agency for Information Society (AKSHI). Under the draft, AKSHI is designated as a coordinating and competent authority, which would place it in a position where it acts simultaneously as a developer and contractor of technological solutions and as the regulator and supervisor of those same systems.
