Amom Mandel identified as sole Northern Region lawmaker using participatory budget mechanisms
A study by the Insper Parliamentary Amendment Research Group has identified Federal Deputy Amom Mandel (Republicanos-AM) as the only representative from Brazil's Northern Region to consult the population regarding the destination of parliamentary amendments.
Mandel utilizes a mechanism called the Participatory Budgetary Amendment Notice, where projects are presented publicly and subjected to technical criteria and popular participation to define priorities. This initiative began in 2023 in Amazonas.
The research highlights a growing trend in the volume of parliamentary amendments, which rose from R$ 9.66 billion in 2015 to a projected R$ 49.9 billion by 2026, representing approximately 20% of the Union's free budget. The study notes a distinction between merely disclosing where funds are applied and providing transparency regarding how those destinations were chosen, as the criteria for prioritizing specific municipalities or institutions are often not made public.
