An Giang recovers 1 billion VND in Decree 178 overpayments

An Giang province has recovered over 1 billion VND after discovering 35 cases of overpayment related to Decree 178, which governs policies for personnel downsizing.

The An Giang Department of Home Affairs reported that out of 3,800 applications submitted by officials and employees, 3,263 cases were approved. While all approved cases were found to be the correct recipients, a review conducted alongside the Department of Finance and the provincial Inspectorate revealed discrepancies. Specifically, 35 individuals received excess funds totaling more than 1 billion VND, while 26 individuals were underpaid by a similar amount.

The authorities attributed these errors to the short timeframe used for reviewing, approving, and distributing the funds between July 1 and August 30, 2025. The province has already completed the recovery of the overpaid funds. Regarding the 26 underpaid cases, the An Giang People's Committee has requested guidance from the Ministry of Finance to facilitate supplementary payments.
