ANAF increases monitoring of online sales on platforms like OLX

The Romanian National Agency for Fiscal Administration (ANAF) is intensifying its monitoring of online sales conducted through platforms such as OLX and Lajumate. According to a recent report from the Court of Accounts, the Fiscal Anti-Fraud General Directorate (DGAF) has significantly increased its oversight of e-commerce activities.

In 2025 alone, the DGAF issued 7,050 notifications to individuals following the analysis of online sales totaling approximately 158 million lei. Over the three-year period from 2023 to 2025, more than 18,500 notifications were sent. In 2023, the agency analyzed sales worth roughly 860 million lei, resulting in 10,424 notifications, while 2024 saw 1,028 notifications for sales of about 87 million lei.

To identify potential tax evasion, ANAF utilizes several data sources, including the D395 declaration submitted by courier companies for cash-on-delivery shipments. The agency also leverages the European DAC7 system, which requires digital platforms to transmit information regarding sellers to tax administrations. Authorities noted that these notifications are intended to encourage taxpayers to clarify and fulfill their fiscal obligations, rather than serving as automatic fines.
