ANAF introduces online videoconferencing for tax mediation

The Romanian National Agency for Fiscal Administration (ANAF) has updated its tax mediation procedures, allowing taxpayers facing forced execution to conduct meetings via videoconference. According to Order no. 992/2026, published in the Official Gazette on September 1, 2026, debtors can now use the Ministry of Finance’s secure platform to discuss tax obligations without being required to travel to tax offices.

Mediation can only be requested after the communication of a forced execution summons. Taxpayers have a 15-day window from the receipt of the summons to notify ANAF of their intent to enter mediation. Once notified, the forced execution process is suspended for the duration of the discussions.

The mediation process serves two primary purposes: clarifying the specific tax obligations listed in the summons or analyzing the debtor’s financial situation to identify solutions for debt settlement, including legal payment relief. Following notification, ANAF is required to organize the meeting within a maximum of 10 days. Taxpayers must select their preferred meeting method—in-person or videoconference—via the Virtual Private Space (SPV) within two working days of receiving the mediation notice.
