ANAF launches nationwide audit of second-hand car market

The Romanian Tax Administration (ANAF), through its Anti-Fraud General Directorate (DGAF), has launched a nationwide crackdown on the second-hand vehicle market titled ‘Action ATOM’ (Analysis and Traceability of Vehicle Operations). The initiative aims to combat tax evasion by tracing the full economic and fiscal circuit of vehicles, from their initial acquisition to the final sale.

In the first phase of the operation, authorities are targeting 35 companies and intermediaries. The total stock of vehicles identified within these entities is estimated to be worth over 38 million euros. Inspectors will focus on verifying whether the physical inventory in car lots matches accounting records, monitoring intra-community acquisitions, and ensuring the correct application of the special VAT regime for used goods.

A key component of the audit involves comparing publicly advertised prices with the values declared in fiscal documents to prevent the underreporting of income. The selection of the targeted entities was based on a rigorous risk analysis, including discrepancies between the volume of cars offered for sale and the declared business activity.
