Anatel mandates facial recognition for mobile line registration in Brazil

The Brazilian National Telecommunications Agency (Anatel) has approved a new regulation requiring facial recognition with 'proof of life' to register and maintain mobile phone lines. The measure aims to combat fraud and scams involving the use of false data or third-party identities.

The regulation applies to individuals and micro-entrepreneurs (MEIs). Validation will involve comparing captured facial images against existing public or private biometric databases. Mobile operators must provide these services through physical stores, websites, and official applications, though alternative identification methods must be available if biometric technology fails.

Implementation will follow a gradual schedule:

• September 30, 2027: Deadline for new prepaid line activations. • December 31, 2027: Deadline for new postpaid activations, number portability, SIM card replacements, and contractual or registration changes. • December 31, 2028: Deadline for existing users to complete biometric re-registration.

Starting January 1, 2029, unregularized lines may be suspended for 120 days. If validation is not completed by May 1, 2029, the lines may be permanently canceled.
