ANCINE establishes permanent digital piracy combat model

ANCINE has established a permanent administrative model to combat digital audiovisual piracy following a successful pilot program conducted in cooperation with ANATEL. The transition to a permanent framework is formalized through Normative Instruction ANCINE No. 174/2026.

Between May 2025 and September 2026, the pilot phase involved 148 operations and 99,607 blocking actions targeting 30 illegal distribution brands or services. The initiative resulted in an approximately 86% reduction in access to monitored domains in comparable audience data. By the end of the period, 10 of the monitored services had been deactivated.

The new model shifts from isolated blocking actions to a dynamic approach capable of adapting to technological changes used by illegal services. This framework aims to provide legal certainty and predictability for rights holders, producers, distributors, and streaming platforms. The Brazilian model has drawn international interest, with ANCINE moving toward a cooperation agreement with the Korea Copyright Protection Agency and engaging with authorities in the United Kingdom, the United States, and Japan.
