Ancine servants propose streaming regulation and tax reforms

Public servants from the National Cinema Agency (Ancine) have issued an open letter containing ten proposals aimed at modernizing Brazil's audiovisual policy and strengthening the agency's institutional capacity. The initiative, led by the Association of Ancine Public Servants (Aspac) and Sinagências, comes as the agency celebrates its 25th anniversary.

A primary focus of the proposals is the urgent regulation of streaming platforms (OTT services). The servants argue for a transition in the collection of the Contribution for the Development of the National Cinematographic Industry (Condecine). Instead of the current model, which calculates taxes per individual audiovisual work, they propose a model based on the economic performance and total revenue of companies to better reflect the contemporary digital market.

Additional proposals include:

- Creating a convergent regulatory framework that integrates cinema, television, and digital environments. - Reorganizing the governance of the Audiovisual Sector Fund (FSA). - Expanding the Collegiate Board from four to five members. - Strengthening the agency's budget and staff, including the possibility of allocating up to 5% of FSA resources to Ancine.
