The e-Terra application, used by the National Agency for Cadastre and Real Estate Publicity (ANCPI) in Romania, has resumed activity following a major cyberattack on July 14. The attack encrypted and deleted portions of the agency's infrastructure, causing a nearly month-long paralysis of the national cadastre and land registry system.

Activity was restored in stages. On August 11, the system was reopened for ANCPI staff and public notaries, recording 24,695 requests on the first day. Access was expanded on August 12 to include authorized cadastral workers, technical-judicial experts, and bailiffs. While the e-Terra system is operational, other ANCPI online platforms, such as Geoportal and MyEterra, remain offline and will be restored in subsequent phases.

The agency faces a significant backlog of approximately 94,000 pending requests. To manage this, legal deadlines for these requests have been extended. During this initial recovery phase, payments within the e-Terra application can only be made via payment order or at the cashier; card payments are currently unavailable. ANCPI has confirmed that the integrity of cadastral and land registry records remains intact.
