Andalusia drought mitigation: Half of planned works not processed

The Cámara de Cuentas de Andalucía has issued a warning regarding the management of drought mitigation projects in Andalusia. According to a report, half of the 110 planned works intended to combat the water emergency—totaling 55 projects—have not been processed.

The auditing body identified “weaknesses in planning and prioritization” within the Junta de Andalucía. While 70 files were processed, the report notes that 17 works have not started due to alleged budget unavailability, a claim the auditors find “contradictory” with previous decrees that guaranteed funding through improvement fees.

Of the processed files, 14 are not strictly construction contracts but rather service provisions, with 11 focused on drafting project designs. As of June 2025, the tender amount for processed works reached 346.40 million euros, with 326.31 million euros in committed expenditure.
