Andalusia faces educational challenges and university funding deficits

The educational system in Andalusia, particularly in Seville, is facing significant structural challenges. A report titled ‘Sistema Educativo, Universidad y Modelo de Ciudad: Diagnóstico estructural y propuesta para Sevilla 2029’ highlights high rates of early school leaving, which stands at 21% in Seville, compared to 17% nationally and 10% in the European Union. Additionally, 9% of students in Seville repeat grades—three times the EU average of 3%—and 28% fail to reach minimum reading comprehension levels.

Simultaneously, public universities in Andalusia are grappling with severe financial instability. By the end of 2025, certified deficits across these institutions exceeded 44 million euros, primarily driven by personnel costs. The University of Malaga (UMA) required a 48.5 million euro loan from the regional government in 2024 to address its needs.

In response, the regional Minister of Universities, Jorge Paradela, has proposed a shift toward funding based on success indicators. These objectives include improving international rankings, increasing female participation in STEM fields, and enhancing graduate employability. The regional government has pledged to continue financial support in the 2027 budgets to stabilize the sector.
