Andalusia launches major administrative simplification plan

The coalition government of the Junta de Andalucía, composed of the Partido Popular and Vox, has launched its first major administrative reform initiative: the I Plan de Calidad y Simplificación Administrativa. This plan aims to streamline regional governance by conducting a comprehensive diagnostic of 461 regional regulations and 950 procedures.

Manuel Gavira, the Second Vice President and Counselor of Tourism, Justice, Deregulation, and Local Administration, stated that the initiative seeks to modify negative administrative silence into positive silence in 377 cases. The plan is designed as a biennial program, with the goal of identifying and eliminating obsolete regulations by December 31, 2028.

President Juanma Moreno noted that previous efforts since 2019 have already reduced 850 procedures, but emphasized that further improvements are necessary to remove administrative complexity. Gavira clarified that while the plan is a significant push for deregulation, it is a project of the entire Andalusian government rather than a specific party measure.
