Andalusia Parliament Begins 13th Legislature Amid PP‑Vox Stalemate

The Andalusian Parliament convened on Thursday to start its 13th legislature after the May 17 regional elections, with 109 deputies taking their seats, including 55 newcomers. Fifteen representatives from Cádiz were sworn in, bringing the total number of Andalusian legislators from the province to 111 since 1982.

The governing People's Party (PP), which won the election, has yet to reach an agreement with the far‑right Vox party on the composition of the parliamentary board (Mesa). Vox has declined to demand seats, insisting on policy concessions instead, while the PP prefers to govern alone. Disagreements over the Mesa’s rules—particularly the inability to alter its composition during the term—add to the uncertainty surrounding the investiture of Juanma Moreno as president of the Junta de Andalucía. Ongoing negotiations aim to resolve these issues and determine the future governing arrangement.
