Andalusia President Juanma Moreno adopts block strategy in regional parliament

With the opening of the Andalusian legislature, the governing People's Party (PP) elected the parliamentary board without any agreement with Vox, signalling a deliberate block strategy. President Juanma Moreno behaves as if he can govern alone, despite lacking two seats needed for a majority. The PP aims to demonstrate institutional power, avoid concessions to Vox and force the fragmented left—PSOE, Por Andalucía and Adelante Andalucía—to either abstain or negotiate a limited agreement that could provide the two abstentions required for Moreno’s investiture.

The left-wing parties remain divided, weakening any collective response and leaving the possibility of a prolonged deadlock. The coming weeks will determine whether the block becomes a lasting impasse or a negotiating lever for a future government arrangement.
