Andalusia rejects proposed tourism tax in favor of existing laws
Manuel Gavira, the Second Vice President and Minister of Tourism for Andalusia, has rejected the implementation of a tourism tax in municipalities, labeling it a “reductionist solution.”
Gavira argued that instead of creating new taxes, the central government should utilize the existing Local Treasury Law to address the financing needs of Andalusian towns heavily impacted by visitor influxes. He noted that this national legal framework already contains specific provisions for tourist municipalities.
He expressed skepticism regarding the actual purpose of a new tax, questioning whether local mayors intend to use such funds for essential services like security, cleaning, or waste collection. Gavira advocated for structural financing that is specifically earmarked to cover the additional costs incurred by cities facing high tourism pressure.
