Andalusia to hold negotiations on civil servant remote work and language requirements

The Andalusian Ministry of Public Administration is expected to convene an extraordinary sectoral meeting in the coming weeks to address labor disputes involving public officials. Key issues on the agenda include the implementation of regulated remote work and the requirement of a B1 language proficiency level for civil service examinations starting in January.

The Sindicato Andaluz de Funcionarios (SAF) has demanded explanations for delays in negotiations originally scheduled for September. Regarding language requirements, Minister José Antonio Nieto described the measure as ‘common sense’ due to the needs of the tourism and immigration sectors. However, unions argue that a B1 level is insufficient for professional service and claim the requirement discriminates against older candidates who may lack formal language certifications.

While the B1 requirement will be waived for examinations already announced as of late September, the outcome of the upcoming negotiations will determine the future of these policies for new applicants.
