Andalusian Parliament faces tension over Ceuta proposal
Tensions rose during a meeting of the Spokespersons' Board of the Andalusian Parliament as lawmakers debated the agenda for the upcoming plenary session scheduled for September 30 and October 1.
The conflict centers on a Non-Law Proposal (PNL) introduced by the Popular Group. The proposal seeks to defend the territorial integrity of Ceuta and demands government measures to restore normality in the region. However, under Article 171 of the Parliamentary Regulations, such proposals affecting other administrations require a qualified majority, defined as two-thirds of the Chamber or the support of three parliamentary groups representing the majority.
A coalition of left-wing groups, including PSOE, Adelante Andalucía, and Por Andalucía, utilized this capacity to prevent the debate on the Ceuta proposal from being included in the agenda. The session was marked by verbal confrontations, leading the President of the Chamber, Ana Mestre, to call for an immediate meeting to address the controversy and urge members to find a solution.
