Andalusian PP‑Vox government favours bullfighting funding, cuts aid to NGOs

The People's Party (PP) under Juan Manuel Moreno and the far‑right Vox have sealed a 150‑point coalition agreement to govern Andalusia. The pact includes tax reductions, a new vice‑presidency and a marked increase in public subsidies for bullfighting and related cultural activities.

At the same time, the agreement calls for the termination of state funding to non‑governmental organisations such as Caritas, the Red Cross and other charities that provide assistance to migrants and vulnerable residents without demanding documentation. The plan frames these NGOs as “co‑operators of irregular immigration” and prioritises what it describes as “national priority” spending.

Political analysts note that the coalition holds a parliamentary majority short of an absolute majority, making the PP‑Vox pact the only viable government arrangement. Critics argue the budget shift diverts resources from social protection to cultural subsidies, raising concerns about the impact on vulnerable communities.
