Andalusia expands public job openings and boosts elder‑care staffing rules

The Junta de Andalucía has issued a new order raising minimum staff ratios in residential care homes and introducing personal reference units for each resident. The regulation, effective 20 days after publication, will increase the overall worker‑to‑resident ratio from 0.50 in 2026 to 0.55 by 2031, with higher ratios for units caring for people with severe behavioral disorders.

More than 1,000 municipal public‑service positions across the region await publication in the BOE, covering administrative, technical and service roles. These vacancies are part of a local‑government effort to curb temporary contracts and replace retirees.

The 2026 public‑sector hiring wave also includes over 3,700 teaching posts, administrative posts (C1 and C2) for the Junta, and openings in the Andalusian Emergency Agency and the Regional Health Service. Analysts at Unicaja and the Observatory of the Andalusian Economy project regional growth of 2.0‑2.3 % in 2026, close to the national forecast of 2.6 %.

Teleworking in Andalusia remains stagnant, with a lower share of remote workers than the EU average, a situation explained by the region’s reliance on tourism, agriculture and other sectors that require on‑site presence, and the predominance of SMEs.

The SEPE’s latest labour‑market report for Córdoba highlights the highest demand for waiters, construction labourers and sports‑activity monitors, reflecting broader trends in the Andalusian job market.
