ANDIS corruption probe reveals massive overpricing and fraudulent medical purchases
Alejandro Vilches, the former interventor of the National Disability Agency (ANDIS), has submitted reports to the judiciary detailing systematic corruption and massive overpricing in medical and orthopedic supply purchases. The investigations, which cover more than 500 administrative files, reveal that some supplies were acquired at prices up to 20 times higher than those paid by PAMI, with some discrepancies reaching 4,239%.
Key findings include duplicate invoices, a lack of competitive bidding, and suspicious links between suppliers. Nine companies have reportedly invoiced the state for more than 25,000 million pesos through ANDIS. Additionally, an audit identified 158,000 million pesos in unregistered exigible debt.
One particularly severe case involves a patient in Río Negro who was documented as having received a prosthesis, but investigations determined the item was never delivered. The signature on the delivery receipt was allegedly obtained through “induction to error” during the measurement process. The judicial investigation currently involves the processing of 19 individuals for crimes including illicit association and bribery, with former head Diego Spagnuolo identified as a central figure in the alleged scheme.
