Andorra amends agriculture law to permit medicinal cannabis

The government of Andorra is advancing an amendment to the Agriculture and Livestock Farming Act to enable the cultivation of medicinal cannabis. Minister for Environment, Agriculture and Livestock Guillem Casal described the reform as a critical step toward allowing the primary sector to participate in new agricultural industries.

The proposed legislation establishes a representative entity for the agricultural sector to act as a spokesperson and drive innovation. To receive official recognition, this entity must represent at least 65 percent of the country’s active farms. Additionally, the reform introduces the ‘Garec’ model, which allows small groups of two to five holdings to share equipment and resources, similar to systems used in France.

Following the approval of the agricultural reform, the government plans to submit specific legislation to parliament to regulate medicinal cannabis. The proposed framework includes a competitive tender process to award a single license to one operator. Cultivation must be conducted indoors under highly regulated conditions and is not intended to replace existing tobacco cultivation.
