Andorra faces critical shortage of substitute teachers

Andorra is facing a chronic shortage of substitute teaching staff. According to the Ministry of Education’s latest Human Resources report, 39.30% of teacher substitution needs remained unfilled during the 2025-2026 school year.

Out of 201 recorded incidents—including medical leaves, administrative permits, and retirements—only 122 were covered, leaving 79 absences unaddressed. The situation is particularly acute in secondary education and baccalaureate levels, where the vacancy rate for teachers reached 60.32%.

Other sectors also reported gaps: educational collaborators saw a 33.80% vacancy rate, while infant and primary school teachers faced a 26.98% vacancy rate. Technical services and psychopedagogues were the only areas to achieve full coverage.
