Andorra parliamentary debate sparks calls for constitutional reform
A session of the General Council has triggered debate regarding the necessity of constitutional reform in Andorra. The president of the social democratic parliamentary group, Baró, questioned the effectiveness of General Council members elected from territorial lists, suggesting that party loyalty may outweigh representation for the specific parishes they were elected to serve.
Addressing these concerns would require amending Article 52 of the Constitution, which dictates that half of the 28 General Council members are elected by assigning two members to each of the seven parishes. Such a change involves a rigorous legal process: a proposal by one-third of the councilors, approval by a two-thirds majority, and final ratification via referendum.
