Andorra political groups propose amendments to Higher Education Law
Political groups in Andorra are proposing various amendments to the modification of the Higher Education Law to regulate the country's university landscape.
The Demòcrates parliamentary group has submitted twenty amendments aimed at preserving educational quality and strengthening guarantees for university development. Their proposals focus on ensuring that the expansion of educational offerings, including virtual modalities, provides value through solvent institutions and degrees that maintain trust. Key aspects include reinforcing the independence of the Agency for Quality of Higher Education in Andorra (AQUA) and requiring all institutions to implement internal quality systems and undergo periodic external evaluations.
Meanwhile, the Concòrdia group has presented sixteen amendments seeking to link the opening of new universities to the specific needs of the country. They propose that the authorization of new private universities be tied to the National Higher Education Strategy (ENES) and preceded by assessments regarding sustainability, labor market needs, and impact on local infrastructure. Concòrdia also advocates for increasing the competencies of AQUA to ensure external quality assurance across all higher education institutions.
