EU signs association agreement with Andorra and San Marino
The European Commission has signed an association agreement with Andorra and San Marino in Brussels, granting both nations access to the European Single Market. The agreement establishes a framework for deeper economic and institutional integration, allowing for the free movement of goods, services, capital, and people under common rules and fair competition conditions.
Beyond market access, the pact fosters cooperation in research, innovation, education, social policy, the environment, and consumer protection. Integration into financial services will occur gradually, contingent upon assessments of the regulatory and supervisory robustness of both countries. Additionally, updated monetary agreements were signed to provide legal certainty regarding the use of the euro.
The agreement is not yet in effect; it requires consent from the European Parliament and must undergo national ratification procedures in Andorra and San Marino. In Andorra, the agreement may be subject to a binding referendum. Specific transitional measures were included to respect the unique characteristics of both partners, such as a 30-year exclusion for tobacco from free circulation in Andorra and a 15-year adaptation period for its banking sector.
