Andorran Government supports Concòrdia's public entity transparency law with reservations

The Government has expressed a favorable, though reserved, stance toward a legislative proposal presented by the Concòrdia parliamentary group. The bill aims to establish a framework for governance and transparency within public companies and quasi-public entities, focusing on professionalizing the selection of executives based on merit and increasing contract publicity.

While the Government agrees with the general objectives of transparency and professionalization, it has requested adjustments to ensure flexibility. Spokesperson Guillem Casal noted that public entities vary in nature and dimension, requiring regulations that avoid unnecessary operational rigidity.

Specific concerns raised by the executive include the proposed mandatory dismissal of current executives after two years, which officials warn could compromise service continuity and legal certainty. The Government also seeks to preserve the decision-making power of boards of directors regarding appointments and expressed concerns that requiring overly detailed strategic projects from candidates might undermine the political direction set by governing bodies.
