Andreas Lentakis Government Park project enters critical tender phase

The development of the Andreas Lentakis Government Park, located at the former PYRKAL site, is entering a critical phase. The project is being managed as a Public-Private Partnership (PPP) with an estimated budget of €421 million (excluding VAT) through the Project Preparation Facility (PPF).

The tender process is currently in its second phase, consisting of a competitive dialogue followed by the submission of binding offers. In early August, updated auction documents were shared with interested parties, with a deadline for comments set for the end of September. The submission of formal bids is estimated to take place toward the end of 2026.

Key developments include the pending approval of the Special Urban Plan by the Central Council of Urban Planning and Disputes (KESYPOTHA). While companies such as GEK TERNA and various consortia initially expressed interest, recent corporate changes, including the acquisition of AKTOR Concessions by AKTOR, have altered the competitive landscape regarding which groups can participate without violating competition laws. The selected investor will be responsible for the construction, financing, maintenance, and operation of the new administrative complex and associated facilities for a period of 30 years.
