Romanian Football Federation introduces black card for youth matches

The Romanian Football Federation (FRF) has introduced a pioneering disciplinary measure known as the ‘black card’ for youth football competitions (U7–U16). Unlike traditional cards for players, the black card is designed exclusively to address abusive behavior, bullying, and aggression from parents and spectators in the stands.

The goal of the initiative is to protect children from the pressure and frustrations of adults, ensuring football remains a healthy environment for growth. The black card serves as a final measure that results in the immediate and permanent cancellation of the match.

The implementation follows a strict three-step protocol:

1. Warning: The referee pauses the match and requests coaches to instruct their supporters or parents to cease the behavior. Announcements may also be made via stadium loudspeakers.

2. Suspension: If the behavior continues, the match is suspended for 10 minutes, and teams are sent to the locker rooms to allow coaches another opportunity to calm the situation.

3. Black Card: If the misconduct persists upon resumption, the referee will blow the final whistle and display the black card, officially ending the match.

This measure complements previous disciplinary updates from 2024, which included fines ranging from 2,000 to 4,000 euros and potential license suspensions for clubs.
