Bank of England Governor warns frontier AI poses systemic financial risks

Andrew Bailey, Governor of the Bank of England and Chair of the Financial Stability Board (FSB), has issued a formal warning to G20 finance ministers regarding the systemic risks posed by frontier artificial intelligence models. In a letter sent ahead of the G20 meeting in North Carolina, Bailey highlighted that these advanced models are demonstrating increasing autonomy and problem-solving capabilities that could fundamentally alter the speed, scale, and economics of cyberattacks.

Bailey identified cyber risk as the most immediate threat to the global financial system. He warned that the highly interconnected nature of global markets, combined with a heavy reliance on a small number of concentrated third-party technology providers, could allow a single disruption to trigger widespread instability across multiple jurisdictions.

Beyond cybersecurity, Bailey noted other market vulnerabilities, including stretched asset valuations in AI-related sectors and increased investor leverage in bond and equity markets. He emphasized that many countries currently lack the necessary regulatory protocols to manage the development, release, and deployment of these advanced models. He urged financial institutions and technology companies to enhance their incident response capabilities and prepare for scenarios involving simultaneous disruptions across multiple firms.
