Andy Burnham administration shifts UK defence spending policy

Following the resignation of Keir Starmer as Prime Minister, Andy Burnham has assumed leadership of the Labour government. In a significant policy shift, Chancellor John Healey has announced he will temporarily shelve a previous target to increase British defence spending to 3% of GDP.

Healey’s decision comes amid fiscal pressures and a need to maintain the “Burnham bounce” in public support. The Office for Budget Responsibility had previously estimated that reaching the 3% target would cost an additional £17.3 billion annually by 2029-30. This pivot follows previous budget cuts made under the Starmer administration, including reductions to capital budgets and the Department for Energy Security and Net Zero.

Keir Starmer has also resigned his seat as the Member of Parliament for Holborn and St. Pancras, ending his eleven-year tenure in Parliament. His departure presents a political challenge for the new administration as it seeks to rebuild an electoral coalition between Northern voters and metropolitan supporters.
