Angela Rayner defends pause on English council reorganization
Local government secretary Angela Rayner has defended the decision to pause a major reorganization of English councils, citing the need to mitigate legal risks. The pause affects plans to overhaul local authorities across 20 areas, with proposals for Essex, Hampshire, Norfolk, and Suffolk already withdrawn for review.
Rayner stated that the decision was necessary to ensure the plans could withstand looming court challenges. The reorganization process, originally announced by her predecessor Steve Reed, has already faced legal threats from Reform-led and Conservative-led councils. Some areas, including Kent and Leicestershire, have also indicated potential legal challenges regarding the lawfulness of the proposed changes.
In Lancashire, the Reform-led county council has filed a protective claim to preserve its right to pursue a judicial review. The council aims to maintain its ability to challenge the government's initial reorganization decision, which was announced in July before being paused in September. Local leaders expressed frustration over the uncertainty, noting that the delay makes long-term decision-making difficult.
